Since there is "NO" water pump, check for "TOO LEAN" on fuel ajustment (Carb), too light, or too heavy an oil mixture will do this, they also used reg motor oil as a "mix" back then, you should be somewhere around 50:1 (3 oz. outboard oil, to 1 gal. gasoline.)

Are the cooling fins clear and clean? A lean fuel air mixture could cause overheating. Another thing may be the ignition timing. If the timing is set too far advanced it could cause overheating.

You need to make sure the fuel oil mix is correct. Too much oil can cause a lean fuel air condition.

You may want to clean the carburator and replace all the gaskets in case there is an air leak. You can still get rebuild kits for these motors.

The timing is adjusted by changing the point gap. There is a procedure that requires a volt meter or test light to get the timing set correctly.

It's has a small water pump that cools the exhaust. An what oil mixture are you using 40=1 if not might be running to lean???

check to make sure it is clean and change the lower unit oil, odds are though that year of moter may have simply had inherrent over heating problems and you may be just stuck with them.

A bad or wrong spark plug can cause overheat trouble...in addition to other fine answers.

believe it or not, it has an impeller in the lower unit. it keeps the exhaust cool. it's a "semi-air-cooled" i guess.
