Recently I've become aware of this service while searching for a friend of mine. I'm pretty good with website and database applications and I'm just wondering how they get the rights and access to these records.

The records are actually public domain.

They either duplicate the records on their own database servers after acquiring them, or they build a real-time link to the state's servers at their expense.

The company's behind these website would be lawyers or private detective agencies. Handing out information like that can be a crime so the people who run the sites must do things properly or face prosecution. These specialist web sites are a by-product of a person's or companies special skills, they are not something you can start yourself because it sounds like an interesting thing to do. (In response to Scotty Doesn't Know's comment that these records are public domain, I'm sure this is not the case. The governments of most (if not all) western countries introduced strict privacy legislation many years ago. Some people have a way around this problem both legally and illegally, but the honest ones would make you sign confidentiality agreements before they told you a thing. Also, a lot are just scammers.)

they sign contracts and abide by some laws and regulations
even you can go as a consultant to public or govt services and sign a contract and get access to the info and provide them to public and charge the govt or the people for your service..
