yeah! its water!!!
it makes polors bears white because the water is ice which helps with the hybernashion(??) or whatever.
it makes you cry if you hold a piece of frozen water(ice) to you long enough.(idk about this one)
it makes guys pee when they drink water.
it does help girls comb their hair
it makes celebrities look stupid because something they get drunk and jump into a pool naked or somthing or slip in a puddle of water or somthing.
it does help turn pancakes brown
it does help make your champane bubble,
if you sqeeze a water [balloon] it will pop.
if you stick your head in water then open your eyes then you are looking at the water and since your head is in the water you cant breath which ill make you "pop".

I was going to guess onion but it does not match up with half of the other clues.
