Can they be purchased without an AT&T contract ? Will it work with UK providers or will it be "sim-locked" ?

It is a "world phone" so if you buy it and sign-up for a AT&T contract in the USA and then travel to the UK it will still work.
You cannot buy it in the USA and then try and activate it with a foreign carrier.
In a few months the iPhone will be released in the UK and it will be "sim locked" to whichever carrier makes the best deal with Apple (maybe Vodaphone).

you can purchase it without activating it.. but it will be simlocked... wait a few more months till the hack comes out
