An international freight forwarder is an agent for the exporter in moving cargo to an overseas destination. A freight forwarder is an expert in import-export regulations in particular and in shipping in general.
If you're an exporter, and you're not sure how to get something (ususally a lot of something!) from here to there, including dealing with all the red tape, you use a freight forwarder.

A person /or organisation who takes on contracts to move goods that need to be shipped abroad and then finds someone else to actually move it for them. They can be beneficial by putting together lots of different producer's goods for say one area allowing the transport provider a single source of contact to keep their ships running economically. They usually keep a percentage margin between the producer of the good and the organisation(s) that end up transporting it.(Traditionally known as ten percenting)
They usually specialise in a region or product have the knowledge/contacts specifically for that area and thus save the producer the bother of trying to find who can ship the goods for them, and complete the relevant legal paperwork to export/import the goods for the producer saving them the hassle.
As the name suggests they may physically "forward the goods" but more often merely act as a middleman.
