Cisco uses its own propriatery language. It is not linux or unix.

To configure a Cisco router you use Command Line to do this.

Interestingly, the Command Line language is the de facto programming language for Cisco, Adtran, 3Com and many other similarly capable routers, managed switches, etc.

None of the above makers use Linux or Unix as their operating system.

If you need to program these units, you do it in Command Line. Many also have a Web GUI but some things still need be done in command line.

Probably C. The actual embedded OS of the router is probably not Linux since that would mean Cisco would have to open source it under the terms of the GPL. Cisco has used embedded Linux on its Linksys products.
