Actually, he said, "Hey Lady" in several of his movies, but I seem to remember it most vividly in The Bellboy. I could be wrong, but it's a funny movie, so it's worth looking at regardless.

Good question. I don't know if he ever did. I think it came from his stand-up act with Dean when they would converse by ad libbbing witht he audience. Say what you want about Jerry Lewis, but his movies are some of the best comedies ever made.
