It's your body and your choice for one. Secondly if she will not purchase them for you the purchase them yourself, if she doesn't pay for it does she have much choice. Third, if it's really that bad, then don't tell her.
Do some research find the stats for your mom about TSS and provide concrete evidence to back up your agreement. Make sure she knows that you are making an informed decision regarding your body. Make sure you point out to her that TSS can affect men, women and children who do not use tampons, "Tampons do not cause Toxic Shock Syndrome, and the disease is not limited to menstruating women. Men, non-menstruating women, and children can also get TSS" http://www.hc-sc.gc.ca/iyh-vsv/prod/tampons_e.html Try to stick with research from places that end in .org they tend to have less biased information and advocate better for your cause.

You being 18, it is your decision whether you want to use tampons, not your mother's (mom may feel if she is buying - i.e., you aren't working - just a scenario - she should buy what she feels you need). If you have your own funds, you buy them and don't hide them, let her know you are asserting your independence - that, too, may be what she is scared of. Tell her how uncomfortable sanitary napkins feel to you.
As far as TSS, I have not heard of that happening in quite a while, although I am sure it still does (even guys get it!). I think as long as things remain sanitary with the tampons, there shouldn't be any problem. I wore them for years and never had a problem. I no longer need either, but am glad of the security the tampons gave me when I needed them.

you cant get tss unless you leave it in over 8 hours. and its still only a 10% chance then. But unless you leave it in over 8 hours you WILL NOT get tss. but dont sleep in them. plus theres no way you can leave it in over 8 hours because it will fill with blood and youll leak. (always wear small pad under) and i think your responsable enough to take it out when its full (every 2-4 hours) I started wearing them at 13.

As long as you follow the info on the package you should be fine. Since you are 18, go to the store and buy them, you don't need an argument, you just have to be willing to stand up for what you believe in.
But, read what Kotex says about it and see if there is something in there you can use:
