I was in walmart looking for a fram oil filter for my 2003 CTS. It was not in the book or the electronic look up thing. Is this a special part? or does fram just not make one? and how do I get an oil filter so that I can change my oil?

It's a CH9447. This is a cartridge type filter.

Your dealer is indeed right. Your vehicle requires a synthetic oil meeting GM Standard GM4718M. I believe this is a fully synthetic oil in which case the price is not that unreasonable. If you go into any Jiffy Lube or equivalent Instant Oil Change place, they will charge you no less than $50 for a full synthetic oil change. For that little bit of difference, you might as well stay with the dealer. The good news is that synthetics will go a long time in some cases 7,500 to 10,000 miles. That will depend on your driving conditions. The other piece of good news is that your car will keep track of that for you and let you know when to change with a Change Engine Oil message in the Driver Information Center (DIC). When you see this light, it means it is time for an oil change and I guarantee you it will be far more than 3,000 miles. My summary is that $60 is expensive, but not outragous for the oil going into your car and the piece of mind that cames with having it done at a dealer. If you are looking to cut that expense, the best way to do it would be to do it by yourself using Mobil 1 synthetic oil (meets the GM standards.) That will not void your warranty, just be sure to keep the receipts for your oil and filter. Between the 6 quarts of Mobil 1 and a good filter, the material will cost about $40 (Now you know why I said $60 is not outrageous) For your reference, I have given you the link to your car's owner's manual where I pulled all the above references.
