dry sex is simply, having ejaculation while still fully-clothed and humping on each other; no penetration and no real skin to skin contact.

no penetration at all, its just like sex, it can sometimes be called dry humping too, its basically where you rub against one another whilst kissing or sometimes called 'making out' and with clothes on.
