The Ultra 250 is not the greatest pwc for a first time 14yr old. Kawi in general is a good move. Yamahas are not underpowered. They have some great boats. The GP1300R is as quick as the Ultra. SeaDoo is good if you take good care of them. Their quality rates low by most standards however, its most of the time "how you take care of them". The best SeaDoo IMO is the RXT. It has the RXP supercharged motor but in a 3 seater. It is a 65mph machine that is great for families and all out fun. Good luck and if you have any other questions, go to greenhulk.net.

Can a 14 year old handle it - sure. Are they safe - probably not, especially with other boaters / skiers on the water. I own an Ultra 150 and don't let anyone ride it untill they have advanced through riding my Kawasaki 750 ss and then my 96 Seadoo XP. A 60+ MPH ski has too much momentum for an inexperienced or reckless rider to control reliably. Throw some firends on skis into the mix and you're asking for trouble. Jetskis don't behave consintantly with human instincts. When you're about to run into something, instints tell you to let off the throttle and turn the wheel. Anyone who has ridden knows that you must fight that urge and give it gas while turning.

My Ultra 150 is incredably smooth and powerfull but I think the lighter and more nimble 96 XP is more fun to ride.

Its a powerful 3 seater and top speed is high 60s. Seadoo rxp smokes it. I would go with a turbo honda or a yamaha 1300. I personally trust seadoo. Whatever you get BE CAREFUL. I see too many idiots on the water doing dangerous stuff because they're new to it and don't realize its a street bike on water.
