Mumm-ra isnt funny, hes actually pretty scary! Its his hench men (Slythe and co) who usually get the laughs for being so lame.
Skeletor was hilarious, he had a funny squeaky voice and was very camp. Not to mention not in the slightest bit scary..
Although If I had to go out drinking with one of them, it would have to be Mumm-ra..his ancient stories of evil would keep us entertained, plus you have the added bonus of 'go on,show us all your transformation' which would be a wicked party trick.

Personally, I think Skeletor cracks better jokes on Robot Chicken.

Skeletor is definitely the funnier villian. His one-liners really have me going at times. That, and he does some good prop comedy. In the animated movie Secret of the Sword, he does make that skull that lands on his head look good and funny.

SKELETOR ROCKED!!
He was one of the most pathetic villains I'd ever seen, and surrounded himself with henchmen who were even WORSE!!
The only one who was even half decent as a villain was Evil-Lyn. At least she had some style.
