On family guy, can the family understand Stewie, or does Louis just choose to ignore him ? i know Brian can but what about the rest of the family ?

In seasons 1 & 2 they don't really pay attention, but in seasons 3-5 they start to listen.

Brian AND peter understands what Stewie says, remember that episode when Stewie and Peter bonded and went to that amusement park. Then Stewie said something emotional and peter was like "aww".

I think it's a case of sometimes they do, others they don't but in some episodes the family do have conversations with him.
There is one episode where Peter forms his own country and in the end of the episode it flashes far into the future and we see that the whole episode was being told to a class of school kids.
One of them asks "I don't get it, can the family understand that baby or not?"

Agreed, everyone can hear and understand him it's just sometimes they don't all react to it. There's plenty of episode where stewie has carried out conversations with all the members of the family as well as other characters too.

No, the rest of the family can only hear baby talk. We are the only ones that know what he is saying as well as Brian. He also seems to be able to communicate with other babies too.

yes they sorta ignore him becuase his a babby but brian does so thats all the humer thats the point his a smart baby and know whan knows (cares) thats the funny part

Brian can understand him, and sometimes chris. I guess its because chris is REALLY stupid, if u havnt already come to that conclusion.

YOu know this is a very debatable question. I personally think sometimes they can hear him, and sometimes they can't, but I really don't know which one it is. Either way, the show overall is good.

I've noticed that sometimes she answers him appropriately and sometimes ignores him. I think it just depends on whether it's relevant to the joke. The others can definitely hear him.
