My doubt is what is the meaning for the sentence within quotes in the above paragraph.Pl.help.

Notepad is a simple text editor. Right click on the file and select "Open With" and then select Notepad. Hope that helps.

They are probably telling you that inside the file is a link. You can open the file with a text editor (notepad.exe) if you are in windows explorer, hold down the shift key - right click on the file - then select Open With... This will bring you a list of programs that can open the file. Be sure to un-check the box that says "Always use the selected program to open this kind of file". When you select the OK button the program will open with the file you selected.

Rt click on the file then go to open with choose notepad.
This is a simple text editor

Try renaming the file so that it ends with a .txt extension. Then is should open in Notepad and get the link information out of it.

Once done, return the file to its original name.
