Because they are cats. Maybe if you have a dog your dog would be willing to teach your cat all about how to speak dog.

As a rule, scientists have not observed one species directly communicating "language" to another species. Sure, territorial displays are understood, but there have been few instances of scientists realizing there was inter-species communication. part of the problem is that science is just recently realizing that there is any animal language at all.

I recently read about science studying a monkey species and realizing that they were probably communicating not that a predator was spotted nearby, but a SPECIFIC predator.

I also recently read about a small bird species that understood a chickadee's warning predator call.

Cats and dogs learn to co-exist as our pets, but I think they have little reason to communicate much more than territorial or safety concerns.

Just as humans from different regions have different languages, animals developed different languages when the species lived separately.
Cat and dog languages have some similar components in the body language portion, but if you read the manuals there are major differences having much to do with attitude and behavior that make the languages and mindsets of these animals completely foriegn to each other.
For example, the doggish language has no word for 'aloof', and the cattish language has no word for 'obey'.

because dogs mouth not made for a meow..and a cats meow cannot be a bark..so the answer is ..there was an old lady who swolled a cat...she swolled the dog to catch the cat...but she didnt know why...mabye she thought it was raining cats and dog..or on the moon..with the cow and the dish and the spoon

I think they do. My cat goes to the door and when I open it he turn and look at my dog and meow and the dog will go with him out side. they do this alot.♥j

They would have to go for language classes first.....But since cats have their own views on everything , they just can't be bothered to learn... I think in their mind, "Why should I learn Dog , why can't dogs learn Cat????".....hahahaha

my cats and dogs speak to each other!they have their own language us lower forms of life just don't understand!!:)
