If you are talking about being in a somewhat new relationship and the other person says "I love you" and your not ready yet.......
what you do is smile at them, and tell them something like this.....
"You know that I really like you and care for you a great deal, and although I really like hearing you say that to me, you know that we've only been together ____ amount of time, and I don't want to say something to you I don't know if I would mean yet. I need to know that I am IN Love with you before I say it. I don't want to throw that big meaningful word around like it's nothing, and that way, When I DO say it to you, it will have that much more meaning for you than if I were to just throw it out to you simply because I felt obligated to say it. I just need time to get there too."
If he/she REALLY "Loves" you, they will totally be into the romantasism of your words and just eat them up when you do say it.
However, if it is an UNWANTED "I love you", and you really, Really, REALLY don't feel this for the one saying it to you, you just need to politely tell them that "As Flattering as it is and nice to hear it being said, I just don't think I will ever feel the same way about You. You are a nice, thoughtful,caring, (Blah Blah Blah) individual, and someone will be so lucky to have you in their life one day, but that someone isn't me. I just don't feel any chemistry on my side between us, and I hope that maybe down the line you can just settle for us being friends."

that's happened a few times and it can be quite awkward. One guy actually said it twice, as if I didn't hear him the first time. I just kinda shrugged my shoulders and didn't say anything. The other times I just kinda laughed and made a face like I didn't believe it and let it slide.

Wow that is so tough! I was in that spot once. I skirted around it by saying something like "your friendship means a lot to me and I enjoy the time we spend together." So embarressing!
