i use HTML-kit for editor :
http://www.chami.com/html-kit/
there's plenty plug-in for it, CSS, PHP, XML, JavaScript etc.

and for WYSIWYG editor : Nvu and Trellian WebPage
http://www.trellian.com/webpage/
http://www.nvu.com/
all are free.

notes : Trellian can handle CSS better than Nvu

If you use the Netscape browser, the built-in Composer feature is a superior HTML authoring tool which is totally free. Composer can "edit" most codes, except for Flash graphics. order for Net surfers to find your website.

Good luck!

html can easily be edited with notepad, available on all windows based pc's, if you are looking for a wysiwyg editor, I kind of like Yahoo! Sitebuilder. (it is free to download)
