Interesting question. Criminal law is more black and white, whereas Civil Law has been used to bring up very important issues i.e. Brown vs. Board of Education, Bush vs Gore. So civil law is more effective at perpetuating a change, whereas criminal law is more effective at punishing criminal activity. So, its a draw.

Effective? I'm not sure of the question. Criminals are not so different than Civil Law. I cannot answer the question because I do not understand the question.

Criminal law is not so different as Civil law and is treated much the same. In both cases, the defendant is basically barred from getting a job anywhere. When one does their time, they have provided the use of the system and have paid their dues. Even said this, it is nearly impossible for them to gain employment.

Because of this, it causes incarceration again as well as homelessness. I do not abide by those who commit felonies, however if they are not given a second chance, then they will most likely end up again as they were.

They have different purposes though I think the civil law is where most of the learning takes place. That is why I do not like people who hurt, maim, and kill other people, and know they are doing it, should be given outs by the government! That circumvents the process as the only way they learn is through their pocketbooks! They just continue doing it as they have no worries, even if caught! Just what we need, a few more Love Canals!!

In criminal law they put more emphases on punishment than the do on behavioral changes!

Well the criminal law protects society... and civil law solves... well civil suits... so honestly i think that criminal law is more effective.. if not for it the rapists and murderors would run wild on the streets all of the time
