Power saving is typically the system going on standby to use less energy.......and also the monitor goes into "sleep" mode.

## (solution 1) If your monitor s power socket is connected via the UPS and if there s not enough power in the UPS or if the power supply cord to the UPS is not properly plugged into the mains.. The monitor automatically gets into standby state to save the remaining power.. Thorough Check in the cabling that runs to the monitor from the UPS and the mains..
##(solution 2) Right click on your desktop.. Go to properties.. Then to screensaver Tab.. Click on power settings button at the bottom.. You will have a Power option properties.. Below you will see a number of options as to how to save power... Check in those settings...
That should help you.....
Its just the change of properties or the wiring..
There s definitely not a problem with the hardware..

This is NORMAL behavior and there nothing to worry about. The reason that you get this message is due to the simple fact that your monitor still has power even when your computer is turned off. Most monitors have a system that realizes when the computer is not on and they shut down themselves. It is the Power Saving Mode that actually does this job. Otherwise your monitor would still be on, even after you shut down your PC.

I hate to say it but it sounds like a bad PSU, Power Supply!
How old is the power supply?
Did you lose power, any big storms recently.
Do you have a surge protecter for your PC?
Try to remove the CMOS battary, it'll reset your bios (and time/date).
More then likely if it's not the Power supply being bad, it is something to do with the PC not being powered down properly and software/hardware being damaged.
You can eliminate the monitor by trying a different one, or trying your monitor on a different PC.
Another thing try booting into safemode. To do so keep pressing F8 as soon as bios loads, before windows pops up.
If you can get there it's probably a driver issue.
You do not give a lot of information to go on!

P.S.
If the system goes off, your fan in your PC will turn off as well! Or the little green or red light on most PC's turns off! (Located usually on the front near the power button!)

To leave Standby mode and return to normal mode:
* Press any key
* Move the active pointing device (internal or external, PS/2 or serial)
* Have the Resume Timer set and let it be matched
* Open the display cover
* Experience an incoming PC card modem event with Resume on Modem Ring enabled
