Electricity doesn't exit in anything as it is,it is just a flow of electrons and we have to create conditions for this. Elements having free electrons can produce electricity after applying certain conditions. Usually metals are used to flow electricity through them, but cannot produce it, because energy is already existing in several forms in universe, and we can transform the one energy into other, and use it as per our priority.
