I have told her about several other problems with the apartment and nothing gets done unless my husband does it him self. We only ever used our dishwasher once and then we told her about the water. Its about an inch deep. I live in CA.

We have lived here since Sept. and nothing we have asked to be fixed has gotten fixed including the mold growing on our porch that was I noticed the day we moved in.

If you are asking about fixing it I can help. Its an easy proceedure. Personally I feel that your landlord is a waste and should be billed, but I would go ahead and fix it if she doesn't do anything immediately after you speak to her one more time. I would ask her if she will consider removing the costs from your next months rent. If she agrees then this is how you would fix it with only two steps: 1rst open the dishwasher and check that the screen/filter is not clogged. This is located on the floor of the washer toward the rear. then close the unit and remove the front lower pannel. (4 screws) Underneath, you will see an electric motor. Behind this motor (or on the rear of the motor) you will see or feel a clutch disk. Very easily turn this disk with your hands both directions. One way it should turn, but it wont the other. Very easily turn the disk the hard direction until it breaks free. This should break free within 1/2 turn or so. What happens is this: When a dishwasher is rarely used, the clutch will get stuck together and wont opperate correctly. Meaning that the motor will pump water one way, but when the motor needs to reverse itself, it can't because this clutch disk is stuck.
Now turn the unit on and let it run through a cycle to clean out any debri left in the bottom of washer, pump and line. There you have it! The repairs can all be accomplished within less than 10 minutes and should be good for a little off the rent and hasnt cost you a dime! Good luck.

The stagnant water problem can be cured in 2 ways;
1. Use the dishwaher. Run the first cycle without dishes in it to clear the old water.
2. Sop up the water and dry the dishwasher. If it's not ran again, you won't have the water problem.
As for the apt manager, check your local laws before trying to bill any repairs to him/her. Most states will allow this, but most require documentation (i.e. letter by certified mail) that you notified him/her of the problem. Different stated have different time frames, and different methods to bill the landlord.

Tell her again. Explain your concerns. Check out your lease and find out what it says in regards to having maintenance and repairs done. Give her two weeks to have the maintenance done and if it isn't done have your husband fix the problems and send her the bill. Keep a log and take pictures of the the problems you are experiencing with maintenace issues.

If any of these issues relate to health and saftey. Call a health and safety officer or inspector. If it is deemed to be hazardess move out. Take her to court for all costs related to repairs. If you move out once hazards are determined you do not have to give notice, and she will have to return all damage and rent deposits not used.

This is pure neglect: contact the buildings owners, maybe they don't know what's going on, could be a job opening here too.
If it's her building or they're somehow grannied in then your stuck. Either tell her what's wrong and ask for a date that it's going to get fixed, or give her your notice.

Is the manager refusing to fix it or has it just not been fixed yet? Non-emergency items usually take about two weeks. If it hasn't been fixed within that time frame, hire someone to fix it, and send them the bill.
