And if I am allowed to say the second in line wa none other than Lord Krishna himself ! Lord Vishnu himself loosing his wife , Son and being killed by a hunter's arrow - also responsible for the death of 18 akshoni warriors !

I'd think the one could be Bhisma,since he has to stay neutral,but anyhow he has to observes and even engaged in the war,for the shake of Good over the bad ones. He died on the Kurusetra to the defend his right and obligation,not merely for the shake of his position, He has a tendency of becoming proactively promoting peace and brotherhood between the conlicying parties, somehow due to His circumstances he could've been truly active as was Shri Kreshna.

Everyone had reason to became unethical or wicked. And then it would be called politics. Every thing is fare in a war. So, most intelligent man is best politician or most wicked person (as per your question) So if we stop looking at the reasons and ignore the fact of Unethical works the most wicked person in Mahabharata was Lord Krishna. Actually he controlled the whole epic. Look at his suggestion and ways he used to win the battle. Second in this way is Shakuni. Who fulfilled his desire bt ruining Kourvas. Duryodhan was not wicked at all, he was short of dumb person he worked as per friends advice. Dhritarastra even did not have the personality to be called as wicked. He was a normal person.

In my Opinion it is KARNA-
Karna serves as an excellent example of a gifted, righteous and brave individual who was still doomed because of his loyalty towards the evil Duryodhana. Karna's blind affection for Duryodhana led him to, albeit unwillingly, assist his dear friend in all his immoral and unjust actions against the Pandavas.
Karna sacrificed his life for his friend and brothers. He very well knew that if the fact that he was the elder brother of the Pandavas was revealed to Yudhishthira then Yudhishthira would have sacrificed his throne to Karna. This was the reason why Karna asked his mother Kunti and Sri Krishna to hide the secret from his younger brothers as that would hinder their legitimate battle against evil as well as their quest for the kingdom.
Karna very well knew that in order to make his brothers win he had to sacrifice his life and so he did. But due to this sacrifice he attained glory. Karna's main flaw was his error of judgment in assisting the evil Duryodhana in all his schemes, due to the latter's friendship and favors. Lord Krishna gave him a detailed explanation that the moral obligation to support the good against the evil is one's duty despite all earthly ties and debts. But Karna felt his debt to Duryodhana was more important and paid with his life for this mistake.-

Janamejaya Raja asked sudha munivar---Veda vyasar replies---It is human krishna who created 18 days war to save his country. KRISHNA lost his son & wifes to thieves & was killed in a mysterious arrow. All this are due to CAUSE & EFFECT of RAMA AVATHARA, CURSE OF SAINT ASTAVAKRAR,& KANTHARI . So it is krishna who took human form

In my opinion it is Kunthi devi... It is because she even knowing that Karna is her eldermost son, she could not reviel it and had to loose him to other sons...
