As you can see there are varying degrees and grey areas within your question. After world war 2 Germany was split into 4 zones and occupied by the allied victors, UK, US, USSR, and France. Germany was not unified again until 1990. Which means the true answer is relations were restored in 1990. For decades of cold war before 1990 half the German people were allies, and the other half of German people were enemies.

If you consider occupation a relationship, then France had a German zone to run from 1945 to 1949. The UK, US and French zones were combined in 1949 as West Germany. It became independent in 1955 and joined NATO. So by 1955 you have West Germany and France in the same allegiance. But like I said, that has France an enemy of East Germany as a member of the Warsaw Pact with USSR.

France and (West) Germany restored their relations in the 1970's and if my memory does not betray me that was in 1977.

In 1955 for all intents and purposes West Germany became an independent nation. A at that time it establish relationships with it's neighbors.
