Here in Austria it is handled like this:
Schools offer courses to those who are talented/interested the attendents of these courses are then entered in a regional championship and the best of those championships advance to nation wide championships. The best of those are sent then to the international championships.
I remember a class mate of mine making it to the international ones.
The details may differ in your country, of course but I think the system should basically be the same.
Best would be to talk to your math/science teacher(s) they should know or be able to get all the details.
I guess, unless you are not really far ahead of your classmates, without special preparation it will be hard to be sucessful. But there are always teachers who put a lot of efforts in those things so the first one to ask would be your teacher - they also have their networks and he should be able to help.
You can also do some research if there were any contestants in you area and ask at their schools.

It is not genetic. It is cultural. Most East Asian nations rose up from societies that valued education. In ancient times, most residents of Japan, Korea, and China were illiterate. Only the royal family and the privileged few could read and write. As they rose up out of these feudal societies, educated people became a necessity. Warlords in China set up schools for children, as did the Samurai in Japan. You can't build a Great Wall or a Forbidden City with illiterate people, they must know how to read instructions and write down problems they encounter. Not all kids were given education though, only those who showed extremely high aptitude and abilities were selected for education. This increased the pressure on families to push their children to learn quickly and learn well. After centuries of this system of either push your children into education or curse them to a life in the farm fields, has created a cultural penchant for education.
