In terms of immigration, regional areas are all places but
- Sydney, Newcastle, the Central Coast and Wollongong
- Melbourne metropolitan area
- the greater Brisbane area and the Gold Coast
- Perth and surrounding areas
But cities like Adelaide and Hobart are not excluded from "regional immigration".
This is official information from http://www.immi.gov.au/skilled/general-skilled-migration/regional-growth.htm

To answer your question: any suburbs of Sydney are definitely NOT considered being regional.

Regional Australia covers the settled areas of the country that are not the major cities. Suburbs of Sydney are not regional Australia, Newcastle and Wollongong are.
