Back in my day, freshman year was algebra, sophomore was geometry, junior year was algebra2/trig. Senior year was an elective.
If you can't advance, perhaps you are not prepared. You can always take summer school calc at a local university after senior year. This might be better since high school calc is pretty weak. Just make sure you take it at a good college.

I'm not sure what classes your school offers. However, it is totally possible to finish Calculus BC by the end of junior year. I'm not sure if it'll help, but this is how I did math:
7th: Algebra 1
8th: Geometry
9th: Algebra 2
10th & 11th: Two Year Program, Math Analysis, Calc AB, Calc BC
I suggest seeing if your school has an accelerated two year program, which combines Math Analysis, Calculus AB, and Calculus BC into two years (as opposed to three for each one).
Also, if you can take summer school at your high school. If they offer algebra 2 or geometry, or whatever credit you need, then take it over the summer so you can get ahead.

School systems are screwy. We should be taking Calculus at age 10.
THis is how my schedule went in high school. Where 12th grade is already open for a math class. I took statistics in 12th grade.
9th grade- Algebra 1
10th grade- Geometery
11th grade-Algebra 2
12th grade-open
