it would still be possible. not at room temperature though. without H-bonds, water would be a gas room temp (even H2S, which is heavier, but with much weaker H-bonds is a gas)

without strong hydrogen bonds, water would be a gas at room temperature, as its analogue hydrogen sulfide is.
