First to clear up some wrong statements of previous answers. COB is Chief Of the Boat and that has nothing to do with control of the boat. The driver is the guy who actually turns the wheel or pulls the yoke to direct the sub so he's not the Captain. The Captain is the man in charge. It takes two people to drive a modern U.S. Submarine. One guy controls the control surfices on the tail and the other guy controls the one on the sail. A third person sits behind them to give them instructions. It eludes me what each man is called. perhaps someone can fill in what I've left out.

The Captain is in command of the vessel but a 'Pilot' keeps it on the intended course. Even the driver of a remote operated submersible like that used to dive on the Titanic is controlled by a 'Pilot'. Perhaps because a submarine 'flys' through the water.

Submarines use compressed air for ballast (depth) control but they have wing like 'Dive Planes' that make minor adjustments as well as contributing to major changes.

A helmsman steers the boat. he has the helm. He takes orders from the officer who has the 'conn' whether it is the CO, XO or some other junior officer. Watch more submarine movies, Red October, Crimson Tide, or eve DAS BOOT!
