This is not an expression that one would use after third date, if one felt the warmth of love or nearness. It is one of those passing expressions and your ought to take things in your stride and not attach much importance to that.

It means that he doesn't want to date you anymore. It just means see you around. If he still wanted to date you he would have said. "I'll call you or this was a fun date or I like hanging out with you a lot." All those things means that he is interested in you. But at this point it seems like he is movin on. Maybe your not his type or maybe he's just a weird guy.

It could mean either he's shy and doesn't want to get pushy - which could explain why nothing's happened by the third date.
Or it could mean he's been hoping something would have happened by now, and since it hasn't, he's moving on.
