its about a homeless guy who stole a goat and the police are chasing after him. he stops at a billabong (small well/watering hole/ pond) and chills there 'till the po po come. then he walks into the water with the goat, thus drowning himself, commiting suicide, and avoiding the popo at the same time. as he is walking shamelesly into the shallow pool, he is singing 'waltzing matilda' out loud.
