The song narrates the story of an itinerant worker making a crude cup of tea at a bush camp and stealing a sheep to eat. When the sheep's owner arrives with three police officers to arrest the worker, he drowns himself in a small lake and goes on to haunt the site.

its about a homeless guy who stole a goat and the police are chasing after him. he stops at a billabong (small well/watering hole/ pond) and chills there 'till the po po come. then he walks into the water with the goat, thus drowning himself, commiting suicide, and avoiding the popo at the same time. as he is walking shamelesly into the shallow pool, he is singing 'waltzing matilda' out loud.
