For ex. When I buy a network interface card
for setting up a star ethernet network...
and I connect everything to the switch/ install my drivers so the adapter will work

but then why do I have to configure it with
the network connection wizard b4 I flip the on switch???? Why is this?
What is the operating system doing that makes this essential? Is it just adding it to the registry (I'm on XP) ..then what is the purpose of the registry exactly?

After you install the Ethernet adapter, install the drivers and get everything connected, you shouldn't have to run a network connection wizard to make it work. You might need repair / renew your IP address.

The first time you connect to the Internet you will need to run the Internet Connection Wizard, which seems a little pointless, but I guess if you had a proxy server or wanted to connect through a modem it might be useful.
