as far as i know... we need to buy it from the movie makers and pay certain amount to the theatre people too...
I am not very sure about English movies but this is how we do for Asian movies...

For a place to hold a movie premiere a lot of things would have to fall in line.
1. Most or All of the film was shot there.
2. The town is a good size metropolitan area
a. big airport
b. lots of really nice hotels
c. an attraction or two for the celebrities to occupy their rime before or after the premiere
d. the local government wouldn't be put off by the event
3. Location (also kind of ties into 2)
That is why Miami had the Miami Vice premiere and #s 2 & 3 were probably taken into consideration for the premiere of the Simpsons movie t come up soon.

you can do it informally however if you wanted an actual premier it would need to be sanctioned by the movie
