Oil on a sparkplug means that the oil ring for that piston is bad. Thats a costly repair and a time consuming one as well. You might get very lucky with it being just a stuck ring. you can us a product called Sea foam. pour it in your gas tank with a fill up. it is a very aggressive detergent that might... just might unstick your oil ring. However once you get oil on the plug it is fouled and will not spark at all. Another trick I know is to pour kerosene into the spark plug hole that was fouled and fill it up till it runs out the hole. Then let it sit over night. leaving the spark plug out of the hole, turn the key and let the engine turn over few times. this will sometimes break the stuck ring loose. however when you turn the engine over, kerosene will shoot out of the plug hole that is open. So watch out for that. Do not allow the engine to start and run. If it does shut it off immediatly. once you have done all of this...replace the plug with a new one, then test the car by driving a short distance. Stop the car, turn off the engine and remove that same plug. if there is no oil then you have "unstuck" the ring...and you are a very lucky person. I would then change the oil and oil filter as some kerosene may have leaked by the piston and contaminated your oil.

If it is not a DOHC engine then your screwed.

Bad piston rings, bad valve seals, or bad head gasket or got forbid a cracked cylinder wall. The oil in the cylinder is getting on the spark plug and causing it not to get a full spark making it miss fire. Have a shop do a leak down test.

Sounds like either piston or oil ring problems,take to a reputable motor mechanic and have a compression check,and diagnostic timer check done on your motor.
Also get him to check the top of the piston for corrosion.

It's a busted oil ring at the bottom and causing it to be sucked up into the plug.

You may have bad rings in that cylinder or bad valve guide seals, or even a head gasket problem. good luck.

valve cover gasket leaking. that is if they are going through the valve cover. if it is in the engine you have big problems. you should go to a shop.
