I don't know if this is the case.....
How long did you wait before you end the control panel? I suggest you wait up to about 5mins. It could be because when you open the control panel, right away it loads and displays a list of all programs installed in your computer. You might have so many programs installed. It happened to my work laptop before. It shows up after a patient wait.

It sounds like to me that you may need to clean up some trash
Lavasofts Adaware,
Spybotsa Search and Destroy, Go to Start , all programs, accsessories, System Tools Disk Cleanup
Click on your browser and then choose tools, then Internet options and delete all the junk that is storeed, Cookies, Temp files all the junk. Then Turn your computer Off for a couple a minutes and restart it this should help.

Try running a virus scan. If that doesn't work try to close all running programs then try running your control panel. IF that doesn't work then you might need to install more memory provided you have a lot of stuff on your pc. Good luck.

i think u have some problems with your system. just open start menu and press RUN then write
sfc /scannow
and this will check for missing files in your system. u may need your windows CD in case there are missing files. restart and u r done. good luck
