I don't know if this is the case.....

How long did you wait before you end the control panel? I suggest you wait up to about 5mins. It could be because when you open the control panel, right away it loads and displays a list of all programs installed in your computer. You might have so many programs installed. It happened to my work laptop before. It shows up after a patient wait.

Click on your browser and then choose tools, then Internet options and delete all the junk that is storeed, Cookies, Temp files all the junk. Then Turn your computer Off for a couple a minutes and restart it this should help.

in case you anticipate extra or less 10 seconds to 2 minutes, the topic could leave. whilst each and everything disappears, it sounds to me like explorer.exe is crashing. i do no longer understand approximately Vista, yet XP quickly restores explorer if it crashes. now and back it takes awhile however, so wait and notice. If no longer, then i'm sorry yet i'm stumped. by no skill had this subject, yet having pronounced that I by no skill had Vista ;) seek Google for the topic; there are a number of human beings obtainable with pcs, i could guess lots that a minimum of one among them has had the comparable subject you're having. you're guaranteed to discover something. If all else fails, reinstalling abode windows does in lots of cases look after the undiagnosible elusive issues inclusive of this one, although that's a final hotel. candy-communicate a pal who's responsive to abode windows properly (as in below the hood, no longer in straightforward terms a thank you to apply abode windows) to return take a glance and notice in the event that they are able to help you come across out what's inflicting it :)

Try running a virus scan. If that doesn't work try to close all running programs then try running your control panel. IF that doesn't work then you might need to install more memory provided you have a lot of stuff on your pc. Good luck.
