Legal requirements are:
1) 25 years old for a representative and 30 years old for a senator
2) U.S. Citizen for 7 years for a representative and 9 years for a senator
3) Citizen (that is a resident) of state to be represented at time of election
While it is not constitutionally required for a representative to live in their own district, it is difficult to be elected as a representative for one district if you live in another district within the same state.
Beyond those requirements, the only other requirements are the individual rules in the various states for filing to run for office. For the most part, these rules do not officially exclude people from running but they do establish a process for getting on the ballot which may make it difficult for some candidates to run.
Prior political experience is not required to run for Congress. Some of the current Senators and Representatives did not hold any public office before running for the House or the Senate. Others previously held state or local office or both. Some held appointed positions in the federal government before running but had never held elected positions prior to being elected to Congress. How much political experience is necessary really depends on what the individual voters in a district or state are looking for at the time that the candidate first runs.

You have to be at least 25 years old and have been a citizen for 7 years. It is 30 and 9 for the Senate. You must also live in the state in which you run for Congress (though there is no requirement that you must live in the particular district).
You don't have to have any political experience to be elected.
In order to get elected, you have to be able to get the most votes of all contenders within a particular district. In all likelihood, that is impossible unless you are a Democrats or the Republicans, as 3rd party candidates spend all their time collecting signatures to get onto ballots and no time campaigning as a result of idiotic ballot access laws.

No Person shall be a Senator who shall not have attained to the Age of thirty Years, and been nine Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State for which he shall be chosen.

Kenya was British at the time Obama Jr. was born: granted. #7, That made Obama Jr. a dual citizen of America, through mama and British, by his dad: granted. #8, A parent CANNOT renounce their minor child's American citizenship, NOR can a minor child (under 18) renounce their own citizenship, according to the U.S. Code of Federal Regulations AND the State Department. #9, Obama Jr. never subjected himself to British rule or British laws. #10, Barack Sr.'s British citizenship did not 'trump' nor take preference over Obama Jr.'s mother's American citizenship #11, When Obama Jr. was in Indonesia from age 6 until 10, American students did NOT have to become I NOR did they have to convert to Islam; Jr. went to a CATHOLIC school, BTW! #12, Jr. went to Pakistan in the 80's: granted. BUT: there was NO 'travel ban' in effect at that time... there was a "State Dept. warning" to Americans traveling in Pakistan, but THERE WAS NO BAN. Have you had enough?
