STOP! Do NOT try to power it up!
Instead, take the back off, and take the battery out. Turn the phone in it's side, and keep it there at least overnight to allow any remaining water to come out... Do not heat the phone up in any way (blow dryer included). Take a fan, and allow it to blow across the phone at least 12 hours to make very sure it is dried out. Make sure moisture is not visible under the screen. If so, allow to dry longer.
Then, put the battery back in the phone, and allow it to charge up. Do NOT power up the phone until it is completely charged. If your phone requires a SIM card, make sure that slot it dry as well.
These steps have saved a number of phones. The worst thing you can do is try to power up after getting a phone wet. It must be dried first.
Hope this helps you!
Good Luck!

Typically, only the battery shorts. After you dry the phone thoroughly, check to see if it turns on. If it doesnt, connect up the charger without the battery and see if the phone powers on. If the latter case, just replace the battery. If the phone refuses to turn on at all, then it is dead.

OPEN THE BACK OF THE PHONE. MOST PHONES NOWADAYS HAVE WETNESS DETECTORS. THEY'RE LITTLE ROUND STICKERS ON BOTH THE BATTERY ITSELF AND THE BATTERY CAVITY. IT SHOULD TURN BRIGHT RED WHEN WETNESS IS DETECTED...IF SO TAKE IT TO C/S...
