First, Wicca is a religion and magic is a practice. The religion of Wicca happens to offer certain guidelines about how magic should and should not be used but, Wicca and magic are separate things.
Magic in general is neither black nor white. It just is. Anytime magic is performed, like any other action, it sets an infinite chain of events in motion. Not all of these can be good and not all can be bad. Intent does play a part in it but sometimes even the best intentions can do more harm than good.

There is no "white" magic or "black" magic. Those are Hollywood creations. There is simply Magick, which is much like rituals performed by Christian priests, just done by Wiccans. The use of tools, chants, prayer, etc. are very similar. Only the deity(s) and words are different.
What Wiccan do believe is that everything is energy and everything has an equal and opposite reaction. Good begets good, bad begets bad. You can do "bad" spells as well as good spells, just like Christians and others can wish and pray bad things upon their enemies. The difference is in the Harm None ideals of Wicca, where if you wish bad upon others, bad can come back to you.

Wicca is as much a recognized religion as Christianity except by Christians. There are those in Wicca who practice crafts and Magick, but others are there only to worship and have access to the God and Goddess. Using Black and white as the bounds of Magick is strictly a Christian measurement. Remember, the Rede followed by Witches, Wiccans, and Wiccan Witches states that Magick used to harm will flashback on the one sending the spell tripled in strength.

Wicca is a religion that practices magic.
Magic is neither black nor white - it is a tool like a hammer. A hammer can be used to build or to destroy, sometimes both are needed and one is not "good" or "evil". Magic, like with a hammer, is as good as the intent and actions of the person using it.
As far as Wicca goes - the most basic common tenet of all Wiccans regalrdless of tradition is "do what you will, if it harms none."

Wicca is my faith. My belief system.
Magick is a tool i use to practise.
Magick is magick, neither white grey or black.
It is the intent of the spell caster that matters.
This is the law of the power which binds me....
The Power shall not be used to bring harm, to injure or control others. But if the need rises, the Power shall be used to protect your life or the lives of others.
The Power is used only as need dictates.
The Power can be used for your own gain, as long as by doing so you harm none.
It is unwise to accept money for use of the Power, for it quickly controls its taker. Be not as those of other religions.
Use not the Power for prideful gain, for such cheapens the mysteries of Wicca and magick.
Ever remember that the Power is the sacred gift of the Goddess and God, and should never be misused or abused.
And this is the law of the Power.
The Law
We are of the Old Ways, among those who walk with the Goddess and God and receive Their love.
Keep the Sabbats and Esbats to the best of your abilities, for to do otherwise is to lessen your connection with the Goddess and God.
Harm none. This, the oldest law, is not open to interpretation or change.
Shed not blood in ritual; the Goddess and God need not blood to be duly worshipped.
Those of our ways are kind to all creatures, for hurtful thoughts are quiet draining and aren't worth the loss of energy.
Misery is self-created; so, too, is joy, so create joy and disdain misery and unhappiness. And this is within your power. So harm not.
Teach only what you know, to the best of your ability, to those students who you choose, but teach not to those who would use your instructions for destruction or control. Also, teach not to boost pride, forever remember: She who teaches out of love shall be enfolded in the arms of the Goddess and God.
Ever remember that if you would be of our way, keep the law close to your heart, for it is the nature of the Wicca to keep the Law.
If ever the need arises, any law may be changed or discarded, and new laws written to replace them, so long as the new laws don't break the oldest law of all: Harm None.

most christians see all magic as black, or evil.
Pagans see things differantly. we see positive and negative.
and to decide if something is positive or negative all comes back to the intent with which it is done.
love spells are almost always seen as negative. because they are designed to impose your will on someone else.
money spells are in kind of a grey area. sometimes positive, and sometimes negative. it is positive if you are trying to help someone else. or if you really need it to continue your life. it is negative if you are doing it because you are greedy and want material things that you cannot afford, but could work harder to get.
protections and such are seen as positive.
Wicca is niether white or black positive or negative. wicca puts stress on doing things in a positive manner, and holds to the "harm none" beliefs. but the religion itself does not decide what it's magic is used for. only the caster/witch can decide that.
(a witch or wiccan useing magic for harmful or greedy puropses would quickly find themselves with few friends in most Pagan communities though. )

I cannot give you a direct answer to your question, but there is a part of it that I would like to address.
There is a spiritual world with spiritual laws and principles that some people have learned to exploit using magic. What you call black magic probably refers to magic that is used for destructive or harmful reasons such as curses. White magic is meant to be used constructively for good purposes. At least that is my impression of it, and it's probably an oversimplification.
However, even those who understand how to use magic—whether black or white—probably does not understand the true nature of the power they are dealing with. I am a follower of Jesus Christ, the God who is the Creator, the Beginning, and the End. Since near the beginning of the time where he has communicated with people, He has explained very emphatically that his followers should not use magic or divination of any sort. Even the helpful-seeming sorts of magic are demonic at their core. Satan is the heart of all hatred and evil, but he disguises himself as a benevolent angel of light (2 Corinthians 11:14). White magic is nothing but a Trojan horse that seems good on the outside but is a dangerous force within.
Those who practice magic are meddling with evil forces they do not understand, and these forces invariably consider human beings as loathsome prey.
And, beside, there is far greater power in prayer. In fact, there's no comparison! Who can compare the unlimited power of the Almighty to weak, limited magic?
