heres what I've heard think its fairly reliable
“The ending of Pirates 3, the fountain of youth story might not be the only story they might used the next pirate’s film. The fountain story could used in another form to introduce the story for Pirates 4… the next film might be a departure from the same formula of the last three movies as well, meaning that Jerry Bruckheimer could be planning to enter the realm of Science Fiction this time around and it could be the heart of a new trilogy with Jack Sparrow and his crew of misfits. Some of the brainstorming going around involves some Jules Verne type of scenarios involving some pretty big flying machines, a man who wants to rule more than just the ocean, a encounter with the most famous and dangerous pirate of all, a race to get to a lost world (Hint, Hint) and Jack and his crew going to where no pirate has gone before (No, its not space but Disney had made animated movie about this place before with Michel J Fox voicing one of the characters).”
The Michael J. Fox movie is almost certainly Atlantis, which would tie in the Jules Verne and science fiction elements mentioned. Apparently we’ll also get more of Jack’s past and his family, which could also mean more Keith Richards.
Many think that Disney plans to take a long, long breather between Pirates movies: “word is that the start date could be around 2009 to 2011.”

I say give it 5-6 years, and Pirates 4 will be on the way. While Bloom and Knightly have both turned down a possible sequel, they aren't really needed anymore ( their storyline is finished-especially after the scene after the credits). Johnny Depp and Geoffrey Rush have both said yes to a sequel, and honestly, if you've made a franchise in which two of the three films have set major box office records, why wouldn't you make a sequel? I honestly think a film focusing on just Jack Sparrow and Barbossa would be way better than one with the entire cast of the previous three films.

I heard that the producers would like to make a 4th Pirates of the Caribbean, but it all depends on what Hollywood wants...Johnny Depp says that he wouldn't mind, but Orlando Bloom and Keira Knightly don't want to do another movie...but it's all just rumor, right?

At the moment, there are lots of rumors bouncing about the internet. We can hope there will be. They left an opening in the story to do another one - the search for the Fountain of Youth. Based on the fact that both Rush and Depp have indicated an interest in pursuing that, I think the possibility is there. Obstacles to overcome of course will be cost and getting the actors to be able to schedule it in.

Unless they have the ENTIRE primary cast and a good script involving the referred-to Fountain of Youth at the end of the last movie, then yes. Otherwise, definitely not.
