i live in a condo and my neighbor next door was so loud there was not a place in my unit i could go where you could not hear what he was watching even though the walls are concrete and he leaves his tv on all night. after repeatedly asking him to turn it down, leaving notes, contacting h.o.a. who did nothing because he knows them, i had to call the police after he started beating and kicking on my wall at 1 am then came to my front door was beating on it while i was sleeping. he told the police that i did not actually see him so it couldn't have been him. i also complained about him standing up against the wall and listening. even the h.o.a. person was freaked out because he did it when she was in my bathroom, but she did nothing. eventually he put up quiet rock, which should have solved the problem, but he only turned it louder. when i thought he was still trying to listen to me i stuffed the electrical sockets and he started kicking the walls while i was covering them. what do i do?

Move. A psycho lives next door. Why let yourself be aggravated in a place you are supposed to be able to relax in and feel safe. This is probably affecting all aspects of your life. Don't try to prove anything by staying. If you own the condo and don't want to sell, rent it to a big, burly, man. That will show the jerk next door.

file a police report for harassment

there are many things to do as well, but I suggest calling a lawyer to get some advice.

I knew someone who got 10,000 from a noisy neighbor because he played music for months straight.

seriously go to the police to ask, and call a lawyer.

there is a lot more than you are telling. I suggest you seek an attorney's advise.

also he sounds both childish and potientically dangerous. Seek legal advice

let me know how this resolves, perhaps in the future I will be able to point someone else to the answer faster

MOVE. You need to call the police EVERY single time he does that. You could also nicely threaten the HOA that you are going to have to sue because your rights as a tenant are being violated.
