My Dinosaur Eel is a Glutton, he decided to eat a few feeder fish, he ate so many that he has been floating most of the day on his back...Yes, he is Breathing! And can still swim, but he can't flip back over yet.
Should he be ok after his HUGE dinner Digests?

you really should feed polypterus (that's what they are called) that much and that many feeders, try blood worms or sinking pellet food, it's much better for them.
after it digests (a day or two) he should be fine.

First off is he a Polypterus or a E. calabaricus? or is he a salt water dino eel?

How many did you feed him?

You should only feed him a few not a whole bunch. Once he gets to realize there is food available to him he won't be a glutton.

He should be ok but how long has he been like this?
It is always nice to see them eat but over doing it isn't good either. He sould be fine until then.
Here is a good site for this type of fish.
