It's the Circuit in DC, created to keep certain types of cases under the close watch of the boys who write the laws.

Seeking redress means if you have the most money, and go to court, you win.

It is one of the federal appellate (intermediate courts).

It was created to handle appeals form several other federal court, mostly dealing with Article I (as opposed to Article III) jurisdiction.

Its jurisdiction is based solely on the type of cases, regardless of geography, which makes it unique among the federal appellate courts. Specifically, it handles trademark and patent appeals, administrative appeals, and similar cases.

"Seeking redress" is an old way of saying "filing for relief". It means asking the court to resolve a conflict, by correcting a problem.
