He's 25. He's had a crush on me for the past 3 years, but because I was extremely, shy, busy with school and work i turned him down when he asked me twice and avoided him. I really do like him and realize the error of my ways and I want to try again, but he isn't being cooperative. I try to be friendly, smile, approach, start conversation but he is extremely nervous around me, help.

You broke his heart and rejected him -TWICE! - and now you want him to step and fetch because you've come calling? That doesn't seem shy. That seems a little egotistical.
If you're serious, I'd start with an apology for the TWO rejections. Then I'd try to explain why. Maybe then try being friends for six months. If that works out, then you can start trying to date.
If you break his heart again, do the guy a favor and stay away.

Be honest with him. Tell him you were sorry you turned him down before. It was not that you were not interested, but at the time it was necessary for you to focus on school and work. Maybe start out simple. Say let's go for a walk, Let me get a video what would you like to see? so, simple and casual. Or cut up some fresh fruit ask him to join you outside pull up a couple of chairs and talk casually maybe to make him feel more at ease.

First find out whether or not he has a girlfriend. If he doesn't keep trying so he can see you are interested in him try to casually invite him over to a BBQ at your house or something...He's just nervouse because he's afraid of being rejected again.
