Dragon Gobies are brackish water fish while the Dwarf Puffer is a 100% freshwater fish. Not only are their water conditions different, the Goby may attempt to eat the Puffer if the Puffer is not able to bite the Goby with its beak. So no, that would not work for many reasons.

I would HIGHLY not reccomend putting a dragon goby in that small of a tank they can reach a length of around 24 inches... as for the puffers they are very mean little buggers and even in a species tank turn quite murderous on one another.... they would rip the dragons fins apart in no time at all.... the puffers are a very difficult fish to keep anyways becuase they REQUIRE at least once or twice a week to be fed live snails.... they have a pair of teeth that is fused together to form a beak and that beak is like a rabbits teeth it grows continuously.... so to keep its beak ground down so that it doesn't grow in the way of its mouth to were it will starve to death... the snails have a hard shell that the puffers have to bite through to get to the scrumptious meat....lol good luck and i would pick something else....

puffers generally do best in a species only tank. they are mean little suckers and would likely pester the goby to death, even though the dwarfs are in inch or so long. you could maybe do two puffers and maybe an oto but that would be all. puffers are extremely sensitive to water conditions and their tanks must be kept clean. please do lots of research on them.
