Because it's just the way it's done. There's always a chance that the technician putting the needle in will stick himself by mistake.

Really there is no point in doing so, but they may want to be safe. Chances are they don't want to get sued because they weren't medically safe. An unsterilized needle can be considered, "Cruel and Unusual punishment."
There might have been a court case just for that cause, so they were forced to make the needle sterile. I cannot really say for sure.

Because needles are prepackaged. So they don't sterilise needles for that purpose, they just take them out of the package and use them. What should they do,get them dirty before use?

BECAUSE IT`S THE `PRESCRIBED` DRUG THAT KILLS!
THERE WOULD BE QUESTIONS ASKED IF PM SHOWED `CONTAMINATION`-TRACED TO THE NEEDLE!
PLUS: ? PERSON COULD `ADD` A SUBSTANCE TO THE NEEDLE-MAYBE A LOT OF PAIN INSTEAD OF `ACCEPTABLE` PEACEFUL `GOING`!
THINK `ACCEPTED` ANSWER WOULD BE-IT`S PROTOCOL-AND `PROCEDURE` HAS TO BE `SEEN` TO BE `HUMANE`!
JUSTIFYING THE `EVENT`-JUSTICE HAS TO BE SEEN TO BE DONE!
THEIR `VICTIMS` DIDN`T GET THAT `DIGNITY`!
