Public opinion caused prohibition to end, because it was an unworkable law. Pot smokers are not in the same level of concern. If you want it legalized, convince the public at large to support you. It all starts with one person standing for what they believe and gathering others to follow and make their beliefs heard.

Drug violence is at an all time high. Doesn't seem that your plan is working too well. Most violent, drugged out criminals lose gun battles anyway. . .
