Look - if they sent you mail by regular letter - you can say you never got it ... burn the sucker if you did ... tell them they should have sent it certified so you would be ensured to have received it and that your neighbors and you are allways exchanging mail because the postal person sucks.
Then tell them you were not SPORTS FISHING ... you were fishing because you were hungry for carp and if you caught any game fish - you don't know how to cook the suckers anyway and you only keep NON-GAME FISH - so - if you are a NON-GAME FISH - MAKE THEM SHOW AND PROVE THAT A LICENSE IS NECESSARY FOR CATCHING FISH THAT ARE NOT EVEN REGULATED ....
Don't back down - make them prove you received the notice ... otherwise they would not have notified you TWICE ... they would have just arrested you - but; they cannot prove is because IT DID NOT COME CERTIFIED MAIL ... there is absolutely no proof that you received it ... especially if you burnt it right now over your toilet and flushed it ... your first letter that is ... make them be accountable and show proof they sent it to you ... a receipt for 41 cents with your name signed on it ... something ...
Tell them that you read the statutes and codes and/or etc. and you do not ever recall that fish that are not in the book - that are not considered game fish had to be having a valid fishing license FOR GAME FISH - WHEN THEY ARE NOT GAME FISH ...
If Carp are considered GAME FISH AND NECESSARY TO HAVE A GAME FISHING LICENSE - WHY THEN DOES IT NOT SAY SO - so ... then prove from the fishing book that carp are necessary to have a GAME FISHING LICENSE WHEN THEY ARE NOT A GAME FISH AND NO REGULATIONS ON THEM ARE EVEN MENTIONED ...
If you caught 50 carp with a valid fishing licence - could you be over your limit???? If you could not be over your limit because there is NO REGULATIONS REGARDING CARP - HOW COULD YOU HAVE BROKEN ANY LAW ...
Make them prove it and act really really STUPID when you explain it and DO NOT AGREE WITH THEM IN ANYTHING EXCEPT THAY YOU ARE NOT BOUND BY A LICENSE IF YOU ARE CATCHING CARP ... make them prove you were fishing for other things ... say you had a loaf of bread and were using bread balls to catch the carp cause catfish won't really even mess with them - BUT CARP EAT THE BREAD BY THE LOAF ... and nobody wants a stinky old carp.
If they ask you how you cook them - tell them with a little bit of lemon juice, some salt and pepper and you PRESSURE COOK IT FOR AROUND ONE HOUR AND FIFTEEN MINUTES ... and the bones then become like that of salmon and it tastes just as great or better ... some times onion is gr4eat in there and making the stuff into fish patties with some corn meal, flour, egg and spices - then deep fried in patties is a real treat for a BOTTOM FEEDER THAT IS NOT REGULATED ...
Prove you were out for game fish - if not - then you were out for CARP ALONE - AN UNREGULATED FISH ... same as butterfly hunting ... you cannot be charged with hunting duck without a license when you have a butterfly net and running through the pastures bare donkeyed ... can you ... YOU CERTAINLY CAN .. but; they got to prove you were trying to catch ducks with that net and not butterflies ...
Hope this helped - not any legal advice whatsoever - just common sense ....
Peace;

You will not go to jail if you resolve the citation, i.e. pay it. If you want to go to trial, you will most likely have to post a bond with the court for the maximum amount of the fine. You will be facing a second charge tomorrow for your failure to appear.

unlikely tha they would do so just because u'd missed ur court hearing for once, but be sure to be prepared to explain why u missed it.
fishing illegally at a certain beach, this could be due to the reason that the plce thatu were fishing is a private property or because the local authority prohibits people fishing there.
it's not a big crime so i think everything should be fine.
( the aboves are my point of view for it)

I thought beaches were public not private property...
I think if you have a warrant youll get arrested if you go...hire a lawyer to go in for you...
I would at least call a lawyer and ask him...

Be prepared to explain yourself and to make arrangements to pay the fine. You might not go to jail. They'd rather make the arrangements for you to pay the fine.

You will definitely go to jail. They may give you solitary confinement (for 2 or 3 weeks).
