most of the noise in your PC comes from the fans to keep everything cool (one on you CPU, one in the power supply, and if you have one...one on your video card). you can buy a fanless power supply, it'll be a little bit more expensive but its much quieter. another option is to get a large fan/heatsink for your CPU. the larger fan will move more air over the CPU at a slower speed so that will be quieter too. another option to make your pc quieter is to buy sound dampening material for your case. you just cut the material and put in on the inside of your case and it takes away alot of the sound.

definitely the most noisy part is the fan.. most pcs have more than one.. make sure the fan isn't hitting any wires or cables. usually it's the fan with the power supply.. so you'd replace the power supply and fan
if it's a clicking sound, that means it's the hard drive. if it always clicks and the computer runs fine... it's most likely just a noisy hard drive. if it starts clicking suddenly and your computer slows down.. back up all your files and replace the hard drive

Anything with a fan. That's really the only noisemaker in a PC. I believe water pumps for a liquid-cooled PC might make noise but don't really know for sure.
Don't throw out the fans though, they are what keep your PC from overheating.

everything that have fan. if you want a quiet pc, you can use:
1.i think there are power supply from tagan or thermaltake or else, that doesnt use fan. try to search them.
2. use watercooling to cool your pc
3. use graphic card with water cooling or passive heatsink ( doesnt use fan)
4. give your hardisk rubber band so they dont vibrate as hard as usual
5.slow down the drive speed os your ooptical drive

blow the dust out that will help
they sell can air in the computer section at wal mart for 5$
open the cabinet and blow the dust off the cpu fan as well
