Would nerve synapses not work as well since the delicate balance that makes up the electric potential would be messed up?

If additional chloride channels open, because chloride is at a high concentration outside of the cell, and low inside, it would diffuse into the cell. Therefore, that cell would become hyperpolarized (more negative than usual, because of the negatively charged particles moving in), and thus less likely to fire action potentials.
