A 3-year old on a 4-wheeler? You gotta be kidding. I've seen 12-year olds getting seriously injured, even requiring surgery, from 4-wheeler accidents. I would never put a young child on one.
Go with the electric ones as others here suggest.

He is not old enough to operate a four-wheeler. Minimum age is 6 years. These are inherently unsafe machines, especially for kids.
Get a dirt bike instead. Much safer and no age limits.
If you care about your child, that is.....

i think you should start him off on a petrol Quad a LT50,as you can turn them down to 5mph by a turn of a screw and ours came with a 20ft pull string at the back of the bike for you to pull and cut the engine out if he ever got in to trouble.....p.s my son was riding one at 3yrs old and with in a hour he riding it as if he'd been on one before.
i would defo recommend you getting some protecive clothing for your son i.e helmet, boots jacket and trousers.
try ebay.uk for some secound hand chaep quad
i wouldn't bother buying a battery powerd bike/quad as the kids just bored with them after a while as they don't go fast enough ...trust me been there..got three boys in the house.
all the best

at three you should NOT buy him anything more than an electric "big wheel" brand jeep. I bought those for my young sons, they have two settings, one locks them in slow speed till they get better at driving, then bump it up to the higher setting (it's fast enough that I had to run hard to catch it).

I agree that a little battery powered one would be best. I had one until I was 6 and it was plenty of fun.
