I am traveling to Europe in less than 2 weeks with the People to People program. I'll be by myself with 3 leaders and other teens. My parents want to purchase me a prepaid card that you can put a certain amount in the card so I can be used in Europe. I think its called the Visa gift card but if there are any other prepaid cards out than feel free to mention it.

It will be cheaper for both you and your parents if you use a debit card to your normal bank account.
Check if the bank charges a fee, if it is more than a dollar per time you get money, you better ask around.
ATM's are everywhere, you can get cash in little bits then, just what is needed. And your parents can even spread the money, by sending you the next lot when you are ready for it, because they will be able to see the bank statements.

Credit cards are not as often used in Europe, and for anything smaller than $20 shops may not accept them or charge extra. And many of the smaller and cheaper places to eat and small local shops and supermarkets may not be able to handle them at all.

If you have a credit card, take it, but do not use it, keep it for real emergencies.

Yes, it can. Unless of course the merchant specifically prohibits the use. But that's highly unlikely because Visa is really popular.
